BITUMEN EXPLOITATION AND EXPLORATION IN NIGERIA.

Bitumen is a mixture of organic liquids that are highly viscous, black, sticky, entirely soluble in carbon disulfide, and composed primarily of highly condensed polycyclic aromatic hydrocarbons.
Naturally occurring or crude bitumen is a sticky, tar-like form of petroleum which is so thick and heavy that it must be heated or diluted before it will flow. At room temperature, it has a consistency much like cold molasses. Refined bitumen is the residual (bottom) fraction obtained by fractional distillation of crude oil. It is the heaviest fraction and the one with the highest boiling point, boiling at 525 °C (977 °F). It can also be refined to produce commercial products such as gasoline, fuel oil and asphalt.

The Nigerian bitumen deposit put at 42.74 billion metric tones is the second largest in the world and was first discovered in 1900. It covers 120 kilometres costal belts of Lagos, Ogun, Ondo and Edo States.

The occurrence of Bitumen deposits in Nigeria is twice the amount of existing reserves of crude petroleum. When fully developed, the industry will no doubt meet local requirements for road construction and also become a foreign exchange earner for the country.

The mining of minerals in Nigeria accounts for only 0.3% of its GDP, due to the influence of its vast oil resources. The domestic mining industry is underdeveloped, leading to Nigeria having to import minerals that it could produce domestically, such as salt or iron ore. Rights to ownership of mineral resources is held by the Nigerian government, which grants titles to organizations to explore, mine, and sell mineral resources.

Economic returns from bitumen exploitation include capital gains and contribution to road maintenance. Presently, Nigeria, which has 59,892 km of paved roads with an additional 1,194 km of dual carriageway, the longest in Africa, spends an estimated N 2,000,000,000 {two billion naira} annually on importation of asphalt, a bitumen derivative.

Nigeria is endowed with several mineral commodities which are widely distributed. The Country was once a major mineral producer, accounting for substantial production of Cassiterite (tin), Gold, Coal, Lead/Zinc Sulphides, Tantalite and Columbite.

Muscovite is the most common mica, found in granites, pegmatites, gneisses, and schist’s, and as a contact metamorphic rock or as a secondary mineral resulting from the alteration of topaz, feldspar, kyanite, etc. In pegmatites, it is often found in immense sheets that are commercially valuable. Muscovite is in demand for the manufacture of fireproofing and insulating materials and to some extent as a lubricant. The name of muscovite comes from Muscovy-glass, a name formerly used for the mineral because of its use in Russia for windows.

Nigeria has a large deposit of muscovite mica and is mainly concentrated in the Northern Part of the country because of the peculiar geology of the area. Investors can take advantage of the new minerals policy is anchored on the need to develop a private sector led Mining Industry with Government restricting its role to that of an administrator-regulator to establish muscovite mica mining and processing facilities. The product to the produced as a large local market and the investor can also trading and export on the mineral.

The metals sector in Nigeria today is yet to reach its full potential particularly in the development and consumption of key metallic products as Iron, Steel, Copper, Aluminium, Tin, Lead, Zinc etc. and in exploitation of key Noble metals such as gold and silver. With the nation's capacity, potential and resource base, all these products can readily be developed and used to jumpstart the rapid industrialization and economic growth of the economy.

The consumption rate of Steel and other Metals products is regarded as a major index of industrialization of a nation. By that yardstick, when compared with even some developing nations, Nigeria is lagging far behind in industrial development.

By the current estimate, the annual per capita consumption of Steel and Aluminium in Nigeria are about 10kg and 0.3kg respectively while the corresponding world average in respect of the two metals are 130kg and 5kg respectively. In Apparent Steel Consumption (ASC), Nigeria is lagging behind when compared with even countries like Algeria with 42kg/capita, Egypt with 36 38kg/capita, and Zimbabwe with 25kg/capita. This is an indication that Nigeria with an estimated population of over 140 million has a large room and huge potential domestic market that can sustain rapid growth in the metals and related product sector.

The new Metals Policy is predicated upon the need to develop a vibrant Metals Sector where Government will play the role of Administrator-Regulator with the private sector as Owner-Operator and would enable Nigeria become a major regional and global producer of aluminium and steel products with a production target of 500,000 tonnes per year of primary
aluminium and 12 million tonnes per year of steel products targeted by the year 2020.

Given the versatility of aluminium and steel as an industrial material, it has high potential linkage effects in Nigeria's economy.

While export orientation of Aluminium Smelter Company of Nigeria (ALSCON) is very relevant, it is recognized that the long-term viability would largely depend upon accelerated and orderly growth of domestic consumption of its products. In fact from the point of view of value addition, it is the downstream industries that should be encouraged to export, after satisfying domestic market, so as to enhance the foreign exchange earning of the Country.
